What the buyer wants

We are inviting expressions of interest from qualified and experienced suppliers to undertake Technology and Lighting Surveys as part of the Lower Thames Crossing Roads North programme.

The surveys will provide comprehensive asset and condition information to support the development of the Roads North Temporary Diversions (RNoT) design, including the A13 and M25 temporary diversion routes

Package Scope

The package includes, but is not limited to:

Undertaking lighting surveys on the M25, A13, A1089 and associated side roads in accordance with the Design Team's requirements.

Undertaking technology surveys on the M25 in accordance with the Design Team's requirements.

Carrying out lighting feeder pillar (FP) inspections and testing.

Carrying out technology electrical infrastructure (EI) inspections and testing.

Undertaking CCD condition surveys.

Completing lighting circuit condition inspections and testing.

Completing lighting column and luminaire condition inspections and testing.

Producing comprehensive survey records, condition assessments and asset information to inform the subsequent design phase.

Coordinating with the Contractor and Design Team to ensure survey outputs meet programme and design requirements.

What We're Looking For

Suppliers should be able to:

Deliver high-quality highway lighting and technology surveys on operational road networks.

Undertake electrical inspections, testing and condition assessments of highway lighting and technology assets.

Demonstrate experience working safely on live highways, including motorways and strategic road networks.

Provide robust quality assurance processes to ensure accurate and reliable asset data.

Deliver survey outputs within challenging programme constraints.

Work collaboratively with Tier 1 contractors, designers and key stakeholders.

Experience & Standards

We are looking for companies with:

Proven experience delivering lighting and technology surveys on major highways or infrastructure projects.

Experience undertaking feeder pillar inspections, circuit testing, column and luminaire inspections and technology asset surveys.

Appropriately qualified and competent personnel for electrical inspection and testing activities.

Strong health, safety, environmental and quality management systems.

Experience working within National Highways and/or local authority environments.

The ability to meet the Lower Thames Crossing requirements relating to sustainability, carbon reduction and social value.
