About Procurement for Housing

PfH is undertaking this procurement on behalf of Inprova under the Open Procedure set out in section 20 (2(a)) of the Procurement Act 2023 (PA 2023).

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2, and a centralised procurement authority under section 1 (4) of PA 2023 .

The purpose of this new framework agreement (“this Framework Agreement”) is to ensure we can provide an offering suitable for members of PfH in England, Wales and Northern Ireland and other public bodies permitted to use this Framework Agreement who require the provision of Modular Buildings and Services. Inprova has conducted the necessary pre-market engagement activities to develop this Framework Agreement to meet the immediate and future requirements of Inprova members.

The Framework will be divided into 6 Lots in accordance with the table below. More detail on the scope and requirements of each Lot can be found in Document 4 – Framework Scope and Requirements.

PfH is seeking to appoint the number of suppliers as set out in the table above but may award places on each Lot to a fewer or greater number of suppliers depending on the bids received and may exercise its discretion to award a greater or fewer number of places on a lot-by-lot basis.
