Integrated Procurement, Tendering and Contract Management Platform

The London Borough of Barking and Dagenham is seeking to procure and award a contract for the provision of an e-sourcing portal. This contract will be used by staff with procurement and sourcing responsibilities and will be made available to all ancillary arms of the Council, including arm’s length bodies, wholly or partly owned subsidiaries, and partner organisations (“the organisations”).

The solution must be a fully developed commercial off-the-shelf product with configurable elements and integrations. It must comply with relevant procurement legislation, including the Public Contracts Regulations 2015, Procurement Act 2023, Provider Selection Regime, and the Council’s Contract Rules. It must also support Cabinet Office commercial data standards, transparency requirements, and future legislative or organisational changes, including use by the Council’s ancillary bodies and partner organisations.
